Can a team trade the salary retained from a previously bought out player?

For example, could the Oilers trade Benoit Pouliot's 2x$1.333 MM to the Panthers for James Reimer?

No, a buyout Cap Hit is permanent and can never be traded or changed in any way once the player is bought out.
