Price Retirement

If Carey Price formally retired, why would the Habs not have a penalty on the salary cap? Price did get more money than the $10.5 million cap hit, so why is there is not a retirement recapture penalty?

Only long-term contracts signed prior to the 2013 CBA can potentially trigger a recapture cap hit. As Price signed his contract in 2017, it is not eligible for recapture penalties if he retires.
